Further Education (FE) Public Information

'New Challenges, New Chances', (the Department for Business, Innovation and Skills, 2011), sets out the Department's intention to work in partnership with the sector, over the next one-two years, to develop a new FE Public Information framework. This will strengthen the information that is made available to the public, so that learners and employers can make better informed choices about where to learn or train.

The framework is likely to consist of:

A set of basic information to be made available in a clear and consistent format by colleges and training providers...

..and nationally collected and published data which will make use of the existing Framework for Excellence (FfE) Performance Indicators that measure aspects of performance such as:

  • Success rates
  • Views of learners and employers
  • Learner Destinations

The purpose of the Performance Indicators is to provide consistent and comparable information for learners and employers to help them make informed choices about post-16 education and training and to provide consistent management information on key performance indicators for all post-16 providers.

The Performance Indicators have been designed in consultation with the sector and our partners including the Department for Business, Innovation and Skills, the Department for Education and also Ofsted.

These pages provide access to the latest news, information, updates and developments; including guidance on implementation for providers. We encourage all interested parties to check these pages on a regular basis.

FE Choices: Publication of Outputs

FE Choices (formerly Framework for Excellence) performance indicator scores for 2010/11 were published on Thursday, 26 January. This publication updates the information available on Success Rates, Learner Satisfaction and Employer Satisfaction.

Statement from Geoff Russell, Chief Executive of Skills Funding:

"The publication of FE Choices is an important feature of the Government’s approach to working in partnership with the sector to develop a new sector-led FE Public Information framework.

"This information will allow learners and employers to make informed choices about which course or provider will best meet their learning needs. It will also provide valuable information to help providers assess their performance against others in the sector and to improve their quality and services.

This year the four performance indicators previously published under the Framework for Excellence, will be published as part of the FE Public Information framework."

Survey response rates

Learner Satisfaction

The views of over 400,000 learners have fed in to calculating a Learner Satisfaction performance indicator for providers relating to the 2010/11 academic year.

Employer Satisfaction

The Employer Satisfaction performance indicator measures employers’ perceptions of the quality of the training provided and the responsiveness of the provider to the employer’s needs in the 2009/10 academic year. Over 32,000 employers gave valid responses.

Note that Sixth Form Colleges were not required to take part in either survey. 

Dissemination and Publication of 2010/11 FfE Outputs

Framework for Excellence (FfE) scores for 2010/11 will be shared with providers in December to allow providers to check their data and raise any questions or concerns with the Agency prior to publication on the Public Information website in January 2012.

2011/12….

The current Performance Indicators will be used as the basis for collecting data in the 2011/12 year, to update the Public Information website. The Skills Funding Agency is currently in the process of confirming details for the implementation of the surveys in 2011/12 and further information on these will be available in soon.

Learner Satisfaction survey - Unique Learner Number

We have updated our guidance for 2011/12 to allow the use of the Unique Learner Number (ULN) in the survey.

To complete the survey, learners will need to know your UK Register of Learning Providers (UKRLP) number (found on the UKRLP website) and either their Learner Reference Number, as entered on the Individualised Learner Record (ILR), or their ULN.
